Chris Plenderleith BA (Hons) MRTPI

Group Managing Director

Chris is the Managing Director of Planning Objections Ltd and the Executive Chairman of Fusion Online Limited. Chris has over 30 years experience in Town and Country Planning and is a full member of the Royal Town Planning Institute.

For over ten years Chris was retained as a planning consultant to the Planning Law Group of Beachcroft Wansboroughs (national firm of Solicitors) based in London. During his time with Beachcroft Wansboroughs, Chris dealt with Planning and Property Litigation matters and advised clients such as the Secretary of State for Health, Regional Health Authorities and NHS trusts.

Chris has built up considerable experience in working within the entire spectrum of planning sectors and for over 15 years has contributed to the updating of publications such as “Planning Law Practice and Precedents” published by Sweet and Maxwell. Chris has also appeared on Radio five and has contributed to debates on the impact that changing legislation has had on the property industry.

Chris has acted as a planning consultant on several matters that involved High Court litigation. Several of these have been reported on in the Journal of Planning Law, including cases such as R. (on the application of Sevenoaks DC) v The First Secretary of State and Pedham Place Golf Centre [2005] J.P.L 116 and see article [2004] J.P.L 1174 which is considered to be one of the leading cases on conditions – implied clauses. Also Georgiou v London Borough of Enfield, Cygnet Healthcare Ltd, Rainbow Developments, Mr J C and MR J Patel [2005] J.P.L 62 which involved the appearance of bias. In 2012 Chris was involved in Paradigm Homes Charitable Housing Association Limited v Longwood Properties London Limited (Claim Number HC10C04261) as the planning expert evaluating performance under a conditional contract and the meaning of “reasonable endeavours”.

Throughout his career Chris has been retained to work on projects such as:

  • The Docklands Light Railway
  • The re-development of Manchester Airport
  • The Channel Tunnel Rail Link
  • Various Developments of major hazardous sites across England and Wales.
  • Working with the Welsh Assembly on a mixed use development and master planning exercise. Liaising with Welsh Assembly Government and consultants on evolving the policy framework and Masterplan process.

david morse

David Morse BA (Hons) MCD

Planning Consultant

Dave attended the University of Liverpool, obtaining a 2:1 (Hons) in Urban Regeneration and Town Planning and subsequently, a Master’s Degree in Civic Design. Previous work at Wirral Metropolitan Borough Council and Bristol Green Capital Partnership has given him experience in both Development Control and Public Consultation event management. Following his appointment with Planning Objections Ltd in January 2013, Dave has gained experience in preparing planning applications for a range of clients, project managing development teams and dealing with objections and appeals.

Dave has dealt with planning matters of a wide variety including; planning applications, committee meetings, planning objections, planning appeals, site appraisals and applications for certificates of lawfulness.

Projects that Dave has been involved with include:

  • Applications and objections on behalf of a large Mental Health Care operator.
  • Representing an explosives company on the protection of safety zones from inappropriate development.
  • Planning applications for residential projects, hotel projects, and health care developments.
  • Preparing and lodging planning appeals for residential development in London.
  • Preparing and lodging planning application for a caravan vendor in the North West.
  • Writing and submitting an objection on behalf of community action group against a proposed Mental Health unit.

Rebecca Booth MSc (Dist) BSc (Hons)

Associate Planning Director

Rebecca graduated with a Masters Degree in Environmental Planning from Liverpool John Moores University and began her planning career as a Planning Officer within the Development Control Department at Fylde Borough Council.

Rebecca has been working with Planning Objections Ltd since 2005 and as Associate Planning Director Rebecca has developed an impressive background (assisted by her experience working in the public sector) in dealing with projects that require a creative outlook in order to achieve the clients commercial aspirations.

Rebecca is currently heading up projects where the focus will be on the provision of renewable energy and the developments are endeavouring to surpass the requirements of the Code for the Sustainable Homes and be classified as a BREEAM Excellent development.

Throughout her career Rebecca has worked on projects such as:

  • Lytham Quays (a major mixed use development on the Lytham coast)
  • Residential developments including developments on former contaminated sites in the North West
  • Telecommunications Applications
  • Dealing with Planning Appeals as a Planning Officer for Fylde Borough Council
  • Working with the Welsh Assembly on a mixed use development and master planning exercise. Liaising with Welsh Assembly Government and consultants on evolving the policy framework and Masterplan process.
  • Cygnet Health Care hospitals including new 60 bed extension to an existing hospital in Stevenage
  • Residential schemes in Preston
  • Extra care developments across England for MHA
  • Retail applications in the North West including Subway and Floors 2 Go
  • 220 berth in land marina in Solihull


shan dassanaike

Shan Dassanaike

Group Commercial Director

Shan’s background is centred on commercial sales and corporate strategy. He received his early sales training as a Global Sales Executive for SPG Media, a multi-national advertising company, with the responsibility for selling advertising space for a number of publications to North America, Western Europe, South Africa and Asia.

Shan has been working with Planning Objections Ltd since 2004 and as Commercial Director has developed the necessary corporate strategies to ensure that Planning Objections Ltd has continued to grow and develop as a company during one of the UK’s most challenging economic environments.

As Commercial Director, Shan is responsible for developing and overseeing the implementation of Planning Objections’ corporate strategies (specifically Sales, Marketing and Customer Care) and works very closely with Chris to ensure that over the short, medium and long term, the company continues to provide industry leading services to its clients. Shan is also responsible for structuring and agreeing all fee structures with new and existing clients and ensuring that the company stays in tune with the ever changing needs and challenges of the development industry.

Shan is also the Managing Director of Fusion Online Limited which is Planning Objections’ sister company and owned by Chris Plenderleith (who acts as Executive Chairman). Fusion Online is the UK’s largest provider of planning policy data and has recently partnered with the government’s central website service.

( to provide all registered users (almost 500,000) with the provision of planning policy data for England and Wales to both the private and public sectors.

Throughout his career Shan has also advised companies on sales and marketing strategies and has delivered a number of seminars on effective commercial sales methods. For Fusion Online Shan has delivered seminars on the changing face of the UK planning policy and how best to navigate the evolving planning policy frameworks.

samantha nicholls

Samantha Nicholls BA (Hons) MTCP

Group Planning Director

Samantha graduated with a Masters Degree in Town Planning from the University of Manchester and has worked with Planning Objections Ltd since 2002.

Samantha has developed specialised skills in dealing with a wide range of contentious projects (some of which have been covered by the national media). She is able to successfully manage projects that require lateral thinking and is well versed in bringing together specialist teams and liaising with them to ensure that large and/or complex projects are delivered on time, within budget and in line with the clients commercial aspirations.

Samantha has significant experience in preparing for and attending Public Inquiries, attending appeal hearings, evaluating potential sites for their planning merit and negotiating with Local Authorities and third parties.

Projects that Samantha has been involved in during her career include:

  • Industrial Appeal – Lawful Use of site for Haulage
  • Preparing and submitting an application for retail units for Floors2Go, Indoor Golf, Skin, Evans Cycles and Frankie & Benny’s
  • Project Management and preparation for and attending a Public Hearing objecting to a psychiatric unit in Berk shire
  • Judicial Review – Pre Action Protocol re the lack of a justification on a decision made by Vale Royal Borough Council
  • Large extension of a commercial development in the Green Belt
  • Project Management and the submission of an applica tion in North Somerset for a 22 bed psychiatric unit incorporating “green” technologies in the floodplain.
  • Re-Development of agricultural farm buildings to create a regional tourist attraction, craft centre and retail out lets at Blakemere.

Lynne Glover

PA to the Board of Directors

Lynne joined the Planning Objections team in the Spring of 2012 and has proven to be a huge asset to the company.

Lynne primarily provides support to Chris and Shan covering a wide range of responsibilities from arranging events, to sales, marketing and accounts support, although she also supports the rest of the team if necessary.

Lynne has significant experience supporting management teams and has added significant value to the company.  Also like Sally she is proving excellent at making sure Shan completes his paperwork on time!!

Sally’s involvement in Planning Objections began 20 years ago on the day that Chris started the company from their home in Hemel Hempstead.  As a Co Director in the company Sally has helped to support Chris from an operational and strategic perspective and as the company and team have grown, Sally has used her experience to ensure that Planning Objections’ growth into a national and well respected Town & Country Planning consultancy remained steady and controlled.

Sally is also well known for her ability to keep the Boss in line when needed!!
